Flow chart showing how a bill becomes a law

Make a flow chart illustrating the bill-to-law process. Use either "Inspiration" on the laptop or paper.

  • Your chart should go through the 3 main areas: House, Senate, and President
  • The end points on your diagram will be either "Bill is Dead" or "Bill is a Law"
  • Remember, the bill must successfully go through 3 places to pass...1st house, 2nd house, president 
  • Here are your steps: 
    1. the bill starts in a committee of the 1st house (pass, fail, pigeonhole)
    2. then it goes to the 1st entire house (House or Senate, pass or fail)
    3. then it goes to the committee of the 2nd house (pass, fail, pigeonhole)
    4. then it goes to the entire 2nd house (House or Senate, pass or fail) 
    5. then it goes to the president. the prez can (a) sign, (b) veto (remember, if it's vetoed, it goes back to Congress to try and get a 2/3 vote), or (c) wait 10 days...
      1. if after 10 days Congress does NOT adjourn, it becomes a law 
      2. if after 10 days Congress adjourns, a "pocket veto" kills the bill
    6. for every box/circle, there should be a line to either (a) another box, (b) "Bill is a Law, or (c) "Bill is Dead"
